In 1975 Paul G. Garrity, Chief Judge of the Housing Court of the City of Boston, heard Amando Perez, et als., vs. BHA, a class action suit brought by BHA tenants. The BHA was unable to respond adequately, and PGG ordered the receivership in 1980. The receiver was to reorganize and administer the BHA. The Boston Housing Authority (BHA) was established by order of the Boston City Council on Oct. 1, 1935, pursuant to St 1935, c 449, s 5, which empowered cities and towns of Massachusetts to establish housing authorities.
